This organization was founded in 1990 and established Café Zuflucht. It is an independent, non-profit organization, not committed to any political party.

Volunteers from churches, groups working for human rights and One-World organizations, and also refugee centers are active in Refugio e.V. The organization is a member of the Refugee Council of North Rhine Westphalia (Fluchtlingsrat NRW) and of the Paritätischen Wohlfahrtsverband.
